According to the Constitution of the Republic of Turkey, every citizen has the right to education which is free of charge for compulsory primary education.

Except in specially licensed and foreign institutions, Turkish must be taught as the mother tongue. Since 2012, twelve years of education is compulsory for boys and girls, which can be divided into 4+4+4 years of schooling.

The Ministry of National Education (MEB) runs the educational administration of the country and is responsible for drawing up curricula, coordinating the work of official, private and voluntary organizations, designing and building schools, developing educational materials and so on.

The Supreme Council of National Education discusses and decides on curricula and regulations prepared by the Ministry.

In the provinces, educational affairs are organized by the Directorates of National Education appointed by the Minister, but working under the direction of the provincial governor. The Turkish National Educational System is composed of two main sections: Formal Education and Non-formal Education.

– Formal Education

Formal education is the regular education of individuals in a certain age group and given in schools. This includes Pre-Primary education, Primary education, Secondary education, and Higher education institutions.

– Informal Education

Non-formal education in Turkey is offered by a network of training centers who are supervised by the Ministry of National Education (MEB).

Non-formal education services aim to teach reading-writing, help to continue the education of students for finish their incomplete education, teach balanced nutrition and a healthy lifestyle, teach people from various professions the knowledge and skills they need to improve themselves, and so on.

There is also Distance Higher Education which is offered at the Open Education Faculty of Anadolu University. This program lasts for 2 or 4 years.

Turkish universities are Republican institutions, following Atatürk’s principles. Universities, faculties, institutes, higher education schools, conservatories, vocational higher education schools, police and military academies and colleges, and application-research centers are considered as Higher Education institutions.

Universities, faculties, and institutes of four-year higher education schools are founded by Law, while the two-year vocational schools, departments, and divisions are established by the Council of Higher Education (YÖK).

Universities are under the supervision of this Council and their programs must be regularly accredited. The Council of Higher Education is a fully autonomous national board of trustees without any political or government affiliation.

Universities have their rectors, deans, senate, and administrative boards, as well as student councils. In the universities, the instruction is generally in Turkish. Some universities use English, French, and German as the language of instruction with one preparatory year if necessary.

After the high school, the graduates enter a two-stage examination system known as YGS and LYS (formerly known as ÖSS – Student Selection Examination) in order to be admitted to Higher Education institutions.

These nation-wide centralized examinations are administrated by the Student Selection and Placement Center (ÖSYM) every year, which determines candidates for the enrollment of each university and faculty after evaluating the grades of related subjects, their high school average results and their preferences according to the student capacity of each faculty.

Those with good grades are qualified for the four-year undergraduate programs and at the end, they can get a Bachelor’s Degree (BA).

Those who have grades at the limit can be admitted to the two-year higher education programs and at the end, they can get an Associate’s Degree (AA). Dentistry and Veterinary Medicine courses last for five years and Medicine for six years.

After a four-year faculty, one can go further for his/her Master’s Degree which lasts for two years with thesis and non-thesis options.

Access to doctoral programs requires a master’s degree and have a duration of a minimum of four years with a doctoral thesis at the end. The graduates of Medicine, Veterinary Medicine and Dentistry can directly apply to Ph.D./Doctorate programs.

The purpose of higher education is to raise the students in line with their interests and skills, in conformance to the science-policy of the country and in consideration of qualified manpower needs of society at several levels, to do researches in scientific areas.

A bachelor’s degree is awarded to students completing an eight-semester course of study. To be eligible for a bachelor’s degree, students must have a cumulative GPA of 2.00 or higher upon completion of all the degree requirements. The diploma shows the department from which the student has graduated.

Students who wish to undertake their undergraduate studies in Turkey must have completed their secondary education in a high school or similar institution in which the education is equivalent to that of a Turkish high school. These students can apply directly to universities.

– Doctorate Program and tuition Fee

Turkish PhDs typically follow a very structured process with well-defined stages and assessments. This includes several courses, seminars, and exams to a total of 240 ECTS credits. There may also be a preparatory class at the beginning of your program. Specific content will vary between universities and programs, but all taught components must be completed for you to be awarded your Ph.D.

The tuition fees for English-taught Ph.D. programs at Turkish public universities are low, typically being around €500-800

Tuition fees at private universities are significantly higher – around €5,250-17,500 per year. However, there are more funding options available at these institutions.

Living Costs in Turkey

Turkey is one of the cheapest countries to live and study. In comparison with Germany, the rental costs in Turkey are cheaper. Food is also usually cheaper than for example in Germany and Europe.

Turkey offers several accommodation options: As a foreign student, in most cases, living on the campus of the university’s own dormitories is the most chosen method. It is also possible to join a community. (Rental costs of about 500.00 TL – which are converted to the 120.00 €).

Cost of Visa in Turkey

Obtaining a student visa before departing your home country is a requirement for formal registration as a student at a Turkish university.

Therefore, students who come to Turkey without a student visa will neither be allowed to register as a student at the university nor receive a residency permit once in the country.

Student visas must be obtained from a Turkish consulate, generally the one nearest your place of residence in the country of your nationality.

Student visas CANNOT be issued from within Turkey. For a single entry visa, a non-refundable visa application charge of 48$ US applies to most visa applications.

Medical Insurance Fee in Turkey

All universities in Turkey have a free medical service at their medical centers. It offers advice on emergency treatment and consultations on personal and health matters.

There is always at least one medical doctor and one nurse working during the week at the health centers of university campuses.

However, international students are strongly advised to come to Turkey with a valid health insurance policy.

All students holding a Turkish Residency Permit of more than 6 months will automatically be registered at the Turkish Social Security Institution through the centralized system.

At a national level, however, the Turkish Government requires that all international students get a mandatory local health insurance policy with the Turkish Social Security Institution (SGK) to enable them to benefit health insurance while in Turkey.
