INTRODUCTION

In his important work, “Black Civilization and the Mass Media”, the Senegalese communication, Doimansi Bombote stated “Of the major phenomena which directly contributes to the dynamic process of basic changes in modern societies, it is an indisputable fact that the action of all involving the dissemination of information, otherwise known as mass communication technique or mass media is preventing (Okpaku, et al 2008).

The need to carry the rural population along in national development programmes have been appreciated by successive Nigerian government. The nations rural communities have been identified as not only the source of the country’s food basket, but the source of raw material supply for industrial sector.

Therefore, to effectively and efficiently reach the rural areas, it becomes pertinent to use a language that will make communication more productive and that is vernacular.
