– Nea Student Success Grant 2021 –

Following the application process of the Nea Student Success Grant 2021, the lead grant applicant must be an NEA member. Due to certain setbacks, the grantors have encouraged educators to use these application mediums to request support for the ongoing response efforts to the needs that emanate or worsen. Also, they will get to consider only applications that meet their requirements.

Nea Student Success Grant 2021

Every student deserves a quality public education. NEA is enticing our members and the nation to ensure all students have the resources they need to fulfill their potential and their dreams.

Student Success Grants can be exploited for resource materials, equipment, supplies, transportation, technology, alongside scholars-in-residence.

Meanwhile, some funds may be utilized to support the professional development which is necessary to implement the project.

In lieu of this, the majority of grant funds must be spent sternly on materials or educational experiences for students.

Proposals that comprise STEM or global learning into projects are now receiving greater preference.

Objectives of Nea Student Success Grant 2021

All students deserve schools with the resources, programs, and curriculum to nurture their curiosity, imagination, spirit, talents, and desire to learn.

We know that growth is work. That’s why we’ve created a framework, guide, and grants to support collaboration and innovation–so students in every zip code, in every family, of every background, attend a great public school.

More than a decade ago, we realized that educators, allies, families, and students need a common framework to say: this is what our 50 million students deserve. 

This is what every district, and every state, must support. As Dr. Jerry Weast, former school superintendent in Montgomery County, Md., said: “You cannot be successful and move forward if folks aren’t on the same page.” So we developed the Great Public Schools Framework. 

The Framework allows us to be on the same page, so we can raise our voices and use our collective power to pinpoint gaps between what currently exists in our states, districts, and schools, and what is needed to create a great public school.

Research shows that effective collaborative partnerships in education lead to greater teacher retention and educator empowerment, more effective communication among stakeholders, and an increase in student success, even in high-poverty school districts.

Our democracy will flourish only when we ensure every school is fully funded, every child is treated with dignity, and every learner can pursue their passion from the Nea Student Success Grant 2021.

We must pass laws and policies that push forward the arc of justice–laws that protect all children’s access to a great public education, regardless of age, background, need, or zip code.

Applicant Eligibility:

Applicants must be teachers, education support professionals, or specialized instructional support personnel and must be current NEA members. Current NEA Foundation grantees are ineligible for this funding opportunity of the Nea Student Success Grant 2021.

The NEA Foundation awards its grants to educators two times a year.

Great Public School Indicators

Through three years of research and collaboration with leading education policy and practice efforts, we have identified and the seven areas critical to the success of public schools and students. They are:

Applying the Indicators

Applying the Indicators

The seven indicators above for the Nea Student Success Grant 2021 are further defined by 31 subcriteria, and more than 200 research and prove-based of both the qualitative and quantitative indicators at the state, district, and school levels.

The indicators are categorized by Resources, Practices, Policies, and Outputs. Resource indicators are defined by the technical assistance,  human capital, and funding that are needed to achieve the possible results. 

Policies and Practices are the true indicators that need to be carried out to achieve these outcomes. Outputs, such as “Percentage of students often with less than 10 absences in a school year,” are a result of the resources invested.

Global Learning Fellowship

Through the NEA Foundation Global Learning Fellowship, public school educators have to develop the knowledge and skills to incorporate global competency into their classroom instruction in order to advocate for global competency in their schools and districts.

Furthermore, they also promise to help students to thrive in our increasingly interconnected world. Fellows transform their classrooms to give students a global perspective.

NEA Foundation Global Learning Fellows partake in a 12-month professional development program involving in-person workshops, online coursework, webinars, peer learning, alongside an international field study experience.

The NEA Foundation partners with EF Educational Tours who is a global leader in international education with the objective to assign a transformative field of study experiences to all.

NEA Announces Grants for Arts Projects in the U.S

The National Endowment for the Arts has brought to the notice of the public the Grants for Arts Projects to support public engagement with access to various forms of excellent art across the nation.

It deals with the creation of art that meets the outstanding standards of excellence, thus learning in the arts at all stages of life alongside the integrating of the arts into the fabric of community life.

However, projects may be large or minimal, existing or new, and may as well take place in any part of the nation’s 50 states including the District of Columbia, and U.S. territories.

The National Endowment for the Arts is subjected to diversity, equity, inclusion alongside fostering mutual respect for the different beliefs of all individuals and groups.

While Nea Student Success Grant 2021 invites applications for several artistically excellent projects, they also extend to support projects that address any of the following activities below:

With the support of White House Executive Orders that support federal agencies to engage with underserved constituencies, the National Endowment for the Arts invites applications from:

➛ Tribal Colleges and Universities,

➛ American Indian and Alaska Native tribes,

➛ African American Serving Institutions,

➛ Hispanic Serving Institutions,

➛ Asian American and Pacific Islander communities, and

➛ Organizations that support the independence and lifelong inclusion of people with disabilities.

Funding Information

➛ Cost-share and matching grants typically will range from $10,000 to about $100,000.

➛ No grants will be allocated to be below $10,000. Grants of $100,000 or more will be offered only in rare instances and only for projects that demonstrate exceptional national or regional impact.

However, in the past few years, well over half of the agency’s grants have been for amounts less than $25,000.

Grant Terminology

The grants community is broad because it is the terminology we use to talk about responsibilities and several aspects of the grants lifecycle. Here is a glossary of grant terms on the basis of  Grant Policies and Grants.gov functionality.

A

Agency Specific Data Sets:

This is the data that the agency collects besides data on any of the SF-424 series forms. This includes the following:

➛ Applicant: Any user registered with an applicant account type. 

➛ Application: Any specific set of forms, documents, or attachments that comprise an applicant’s submission to a federal grant opportunity.

➛ Application Package Template: One or more forms and documents that can be reused for multiple opportunity-specific application packages.

➛ Authorized Organization Representative (AOR): Click here to see Standard AOR and Expanded AOR.

➛ Award: Financial assistance gives support or stimulation to fulfilled a public purpose. The awards given include grants and other necessary agreements in the form of money or property with regards to money by the federal government to an eligible recipient of the Nea Student Success Grant 2021.

B

Budget:

This is the financial plan for the project or program that the Federal awarding agency approves during the Federal award procedures or in relative amendments to the Federal award.

C

Cage Code:

This is a five-character code that identifies companies doing business with the federal government and is often assigned through SAM. This includes the following:

➛ Catalog of Federal Domestic Assistance (CFDA) number: The number assigned to a Federal program in the CFDA.

➛ CFDA Program Title: The title of the program under which the Federal award was funded in the CFDA.

➛ Close Date: The deadline assigned by the grant-making agency is strictly for the submission of a specific grant application. Also, see Grace Period

➛ Closeout: This is the process by which the Federal awarding agency gets to determine all applicable administrative actions as well as all required work of the Federal award to be completed and takes actions. See Grant Guidace

➛ Competition ID: This is a grantor-selected ID that allows further distinction of the funding opportunity number that gives room for applications with the same funding opportunity number to be designated unique identifiers.

➛ Congressional District:

This is one of a fixed number of districts of which a state is divided, each district electing one member to the national House of Representatives. Find it now!

➛ Continuation Grant: This is an extension or renewal of existing program funding for at least one or more extra budget periods that would rather expire.

Persistent grants are generally available to only existing recipients of discretionary, multi-year projects. Notwithstanding, new applicants may also be considered.

Receipt of a continuation grant is oftentimes based on the availability of project performance, funds, and compliance with success and financial reporting requirements.

Applications for continuation may also compete with other continuation requests fairly submitted to the awarding agency.

➛ Contract: This is a legal instrument by which a non-Federal entity gets to purchase a property or services needed to unleash the project or program under a Federal award.

➛ Contractor: This is an entity that receives a contract as defined in § 200.22 Contract of the OMB Uniform Grant Guidance.

➛ Cooperative Agreement: This is a legal instrument of financial assistance between the Federal awarding agency and a non-Federal entity that is consistent with 31 U.S.C. 6302–6305:

It is used to enter into a relationship for the purpose of transferring anything of value from the Federal awarding agency or pass-through entity to the non-Federal entity.

This is done relative to carrying out a public purpose authorized by the law of the United States (see 31 U.S.C. 6101(3)), and not to get property or services for the Federal government or pass-through entity’s direct benefit.

It can be distinguished from a grant in that it gives for substantial involvement between the Federal awarding agency or pass-through entity and the non-Federal entity.

Cost Sharing or Matching: This is a portion of the project costs not paid by Federal funds except it has been authorized by the Federal statute.

Data Universal Numbering System (DUNS) Number:

The nine-digit number was assigned by Dun and Bradstreet, Inc. (D&B) with the aim to uniquely identify entities.

A non-Federal entity is required to have a DUNS number in order to apply, receive, and report on a Federal award.

A DUNS number can be obtained from D&B by telephone (currently 866–705–5711) or on the Internet (currently at http://fedgov.dnb.com/webform).  This includes the following:

➛Date of Completion: This is the date on which all work under an award has been completed or the date on the award document on which awarding agency sponsorship ends.

➛ Discretionary Grant: A grant (or cooperative agreement) for which the Federal awarding agency basically may select the recipient from among all eligible recipients.

It may decide to make or decline an award based on the technical, programmatic, or scientific content of an application. It can also proceed to decide the amount of funding to be awarded. 

➛ Download: This has to do with transferring data (usually a file) from one computer to another computer.

E

E-Business Point of Contact (EBiz POC):

Nea Student Success Grant 2021

A registered applicant who is responsible for the administration and management of grant activities. The EBiz POC is much likely to be an organization’s chief financial officer or an authorizing official.

The EBiz POC authorizes representatives of their organization to submit applications on behalf of the organization. There can only be one EBiz POC per DUNS Number. This section includes the following:

➛ Earmark: Earmarks are grants that are supported by Congress prior to a peer review. The term “earmark” is applicable to the Congressional Record where the awards are always written into legislation precisely with the grant applicant’s name, and dollar amounts.

➛ Expanded Authorized Organization Representative (AOR): An AOR is a member of your organization authorized by the EBiz POC with the objective to submit applications in Grants.gov on behalf of any organization.

It also has a capacity that gives the user a chance to modify organization-level settings in Grants.gov.

F

Federal Agency:

Federal agency means an ‘‘agency” as defined at 5 U.S.C. 551(1) and further clarified by 5 U.S.C. 552(f). This agency includes the following:

➛ Federal Award: The federal award has two definitions, which depend on the context of its use.

The Federal financial assistance ensures that a non-Federal entity receives much directly from a Federal awarding agency or probably indirectly from a pass-through entity as solidated in § 200.101 Applicability of the OMB Uniform Grant Guidance. This includes the following:

➛ Federal Award Date: This is the date when the Federal award is endorsed by the authorized official of the Federal awarding agency.

➛ Federal Award Identification Number (FAIN): This is a specific ID within the Federal agency for each financial assistance award.

➛ Federal Awarding Agency: This is the Federal agency that offers a Federal award directly to a non-Federal entity. 

➛ Federal Financial Assistance: This means assistance that non-Federal entities receive or administer in the form of grants, cooperative agreements, direct appropriations, cooperative agreements, direct appropriations, food commodities.

It also involves non-cash contributions or donations of property alongside other financial assistance, loan, loan guarantees, interest subsidies, insurance.

➛ Federal Program: All Federal awards are assigned a single number in the CFDA. However, if no CFDA number is assigned, all Federal awards to non-Federal entities from the same agency should be considered as one program.

➛ Federal Share: This is the portion of the total project costs that are paid by Federal funds.

➛ Formula Grant: Allocations of federal funding to states, territories, or local units of government are much determined by distribution formulas embedded in the authorizing legislation and regulations.

To receive this grant, the entity must meet all the eligibility requirements for the program.

Formula grants generally fund activities of a continuing nature and may as well not be confined to a specific project.

Common elements in the formulas encompass population, the proportion of population below the poverty line, alongside other important information.

➛ Funding Opportunity Announcement (FOA): This is a publicly available document by which a federal agency brings to the notice its intentions to award discretionary grants or cooperative agreements.

This is done relative to the result of competition for funds. Funding opportunity announcements may be known in other names such as program announcements, solicitations, notices of funding availability.

Funding opportunity announcements can be seen at Grants.gov in the Search Grants tab of the web page and on the funding agency’s or program’s website.

➛ Funding Opportunity Number (FON): This is the number that a federal agency distributes to its grant announcement.

➛ Funding Period: This is the period of time when federal funding is made available for obligation by the recipient.

Grace Period:

G

A grace period may be available at the grant-making agency’s discretion of the Nea Student Success Grant 2021 just to extend the application submission process. 

This period shows the number of days after the closing date that Grants.gov will continue to receive applications for a grant opportunity.

For instance, an agency might include a grace period to receive revised applications. It also represents the day that applicants will not be able to download their application files.

This value is always entered by an agency during the course of giving a grant opportunity. This section includes the following:

➛ Grant Agreement: This is a legal instrument of financial assistance between a Federal awarding agency or pass-through entity. It is a non-Federal entity that is consistent with 31 U.S.C. 6302, 6304:

The Grant Agreement can be distinguished from a cooperative agreement in such a way that it does not endorse substantial involvement between the Federal awarding agency or pass-through entity and the non-Federal entity to carry out the activity contemplated by the Federal award.

➛ Grantor: A user registered on behalf of their federal grant-making agency to post funding opportunities or manage submissions to these funding opportunities.

➛ Grants.gov Tracking Number: This is a number set used by Grants.gov to identify each application received.

I

Indian Tribe:

Any Indian tribe. See annually published Bureau of Indian Affairs list of Indian Entities Recognized and Eligible to Receive Services. This includes the following:

➛ Individual Applicant: This is a registered applicant user who has submitted applications on their own behalf.

Relative to this, individuals would sign the grant application and its relative certifications and assurances that are mandatory to fulfill the requirements of the application process.

➛ Institutions of Higher Education (IHEs): IHE is defined at 20 U.S.C. 1001, which states, “an educational institution in any State that:

a) admits only persons having a certificate of graduation from a school providing secondary education or probably a recognized equivalent of such a certificate or persons who meet the requirements of section 1091(d) of this title.

b) is legally authorized within such State to produce a program of education beyond secondary education.

The applicant must also show an educational program for which the institution awards a bachelor’s degree from a recognized institution that meets the accreditation standards of such an agency or association within a period of time.

L

Local Government:

This involves any unit of government within a state. It includes the following:

(a) County (b) Borough (c) Municipality (d) City (e) Town (f) Township (g) Parish (h) Local public authority, including any public housing agency under the United States Housing Act of 1937 (i) Special district (j) School district (k) Intrastate district (l) Council of governments, whether or not incorporated as a nonprofit corporation under state law (m) Any other agency or instrumentality of a multi-regional, or intra-state or local government.

M

Mandatory Form:

The forms that are needed for the application. It is worth noting that the mandatory form must be completed before the system will allow the applicant to submit the application package for their grant.

A mandatory Grant is a grant awarded under a program where the authorizing statute requires the superior of the agency designed to make an award to every eligible entity under specific conditions and in the amount specified in the statute.

N

Non-Federal Entities:

A state, local government, Indian tribe, institution of higher education (IHE), or nonprofit organization that carries out a Federal award as a recipient or sub-recipient.

A Nonprofit Organization is any corporation, trust, association, cooperative, or other organization, not including IHEs.

O

Obligations:

Obligations

This is used when applying in connection with a non-Federal entity’s use of funds under the Federal award. It involves the obligations orders placed for property and services alongside similar transactions.

The obligations are attributed to specific periods that require payment by the non-Federal entity during the same or a future period. This section involves the following:

➛ Opportunity Category: This is a field located on the Grant Opportunity Properties screen within Grants.gov. The Opportunity Category field values include Discretionary, Mandatory, Earmark, and Continuation relative to Nea Student Success Grant 2021.

The Opportunity Category field is included in the site to assist Grants.gov with several opportunities and application packages for both the public and private displays on the site.

For instance, there are links that show several grant opportunities and packages available on the site. These opportunities and packages with a category type of Earmarked or Continuation will not be seen on these public listings.

➛ Opportunity Package: Similar to “Application”, it is the specific set of documents, forms, and attachments that comprises an applicants’ submission to a federal grant opportunity, precisely the Nea Student Success Grant 2021.

➛ Optional Forms: These are forms that can be utilized to offer additional support for an application. However, they are not demanded to complete the application package.

➛ Organization Applicant: This is a registered applicant who is submitting applications on behalf of an organization, such as the state government, private business, nonprofit organization, or any other type of institution.

➛ Oversight Agency for Audit: This is the Federal awarding agency that endorsed the predominant amount of funding more directly to a non-Federal entity that is not assigned a cognizant agency for audit.

In case of no direct funding, the Federal awarding agency must presume the oversight responsibilities. The duties of the oversight agency for audit and the procedures for any reassignments are described in § 200.513 Responsibilities, paragraph (b) of the OMB Uniform Grants Guidance.

P

Pass-Through Entity:

A pass-through entity means a non-Federal entity that endorsed a sub-award to a sub-recipient to implement a part of a Federal program. It includes the following:

➛ Pass-Through Funding: These are funds issued by the federal agency to the state agency or institution.

The funds are then transferred to other units of local government, state agencies, or other eligible groups per the award eligibility terms. The state agency or institution is defined by the “prime recipient” of the pass-through funds.

The secondary recipients are defined by “sub-recipients.” The prime recipient offers the sub-awards as competitive or non-competitive as endorsed by the prime award terms and authorizing legislation. 

➛ Personally Identifiable Information (PII): This is information that can be used to differentiate or trace an individual’s identity.

Some information that is considered to be PII is available in public sources such as telephone books, public Web sites, and university listings.

This type of information is considered to be Public PII and it involves first and last name, work telephone number,  address, home telephone number, email address, and general educational credentials.

The definition of PII is not revolved around any single category of information or advanced technology. Instead, it requires a case-by-case assessment of the specific risk that a person can be identified.

Non-PII can be transformed to PII whenever additional information is always made available in any medium and from any source. This would yield a positive outcome when combined with other available information. Also, it can be used to disclose an individual identity.

➛ Posted Date: This is the date on which the grant-making agency publicized the funding opportunity on Grants.gov.

➛ Profile: This is applicant information stored in the Grants.gov system with the objective of identifying a user. 

➛ Program Income: This means gross income earned by the non-Federal entity that is directly produced by a supported activity or precisely earned as a result of the Federal award on the course of performance.

The Program income includes much income from fees for several services performed. Furthermore, it also involves the use of rental or personal property acquired under Federal awards.

However, interest earned on advances of Federal funds is however, not a program income except provided in the Federal statutes, regulations, or in the terms and conditions of the Federal award.

The program income is not relative to rebates, discounts, credits, and interest earned on any of them. 

➛ Project Cost: This is the total allowable costs allocated under the Federal award program. It is the required cost dedicated to cost-sharing, including third-party contributions.

➛ Project Period: This is the period established in the award document on the course of awarding agency sponsorship which begins and ends.

➛ Protected Personally Identifiable Information (Protected PII): This is an individual’s first name and last name in combination with one or more types of information including social security numbers.

It also includes credit card numbers,  passport numbers, clearances, biometrics, bank numbers, date, mother’s maiden name, place of birth, criminal, medical and financial records, and educational transcripts.

Recipient:

R

This is a non-Federal entity that obtained a Federal award much directly from a Federal awarding agency in order to carry out an activity outlined under the Federal program. This section includes the following:

➛ Research and Development (R&D): This includes all research activities, both basic and applied, alongside all development activities that are performed by the non-Federal entities.

The term research also involves activities including the training of individuals in research techniques where such activities use the same facilities as other research and development activities.

Research is defined as a systematic study directed toward fuller scientific knowledge or understanding of the subject studied. 

‘‘Development” is the systematic utilization of knowledge and understanding benefitted from research and always directed toward the production of more useful devices, systems, materials, or methods revolving around the process.

➛ Role:

This Grants.gov term refers to a unique set of functions assigned to a grantor or an organization applicant. Each role gives a user specific rights, responsibilities, and levels of access within Grants.gov functionality. 

➛ Role Manager:

This position serves as a point of contact for a specific grant-making agency or subagency. The person involved in this position is endowed with the responsibility of receiving email notifications about application submissions or agency creations with regard to the option selected in the agency’s profile.

Standard Authorized Organization Representative (AOR):

An AOR is a member of an individual’s organization authorized by the EBiz POC for the purpose of submitting applications in Grants.gov on behalf of the organization.

Applicants user with this role can only submit an application only if they are participants of that workspace. This section includes the following:

➛ State: Any state of the United States, precisely the District of Columbia, the Virgin Islands, Guam, American Samoa, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, and other agencies or instrumentality thereof with the exceptions of local governments.

➛ Student Financial Aid (SFA): These are federal awards authorized by Title IV of the Higher Education Act of 1965, as amended, (20 U.S.C. 1070–1099d) aimed at providing fellowships or similar Federal awards to students on a competitive basis, or for research studies.

➛ Subaward: This is an award endorsed by a pass-through entity to a sub-recipient to carry out part of a Federal award received by the pass-through entity.

It neither includes payments to a contractor nor payments to an individual that is a beneficiary of a Federal program.

A sub-award may be provided via any form of legal agreement such as an agreement that the pass-through entity considers a contract.

➛ Subrecipient: This is a non-federal entity that receives a sub-award from a pass-through entity in order to carry out part of a Federal program. Notwithstanding, this does not include an individual that is a beneficiary of such a program.

Also, a sub-recipient can also be a recipient of other Federal awards much directly from the Federal awarding agency.

➛ Synopsis of Funding Opportunity:

This is a summary of information obtained from the funding opportunity announcement often shown in FOAs found within the Search Grants tab of Grants.gov.

The posting in Grants.gov involves a direct link to the funding opportunity announcement. It also includes a downloadable copy of the funding opportunity.

➛ System for Award Management (SAM): SAM confirms applicant information and often shares the secure and encrypted data electronically with the federal agencies’ finance offices to facilitate paperless payments via the Electronic Funds Transfer (EFT).

SAM stores an individual’s organizational information, thus allowing Grants.gov to validate your identity and to pre-fill organizational information on the basis of your grant applications.

Termination:

This is the ending of a Federal award either in whole or in part at any specific time before the planned end of the period of performance. This involves Third-Part In-Kind Contributions.

A Third-party in-kind contribution means that the value of non-cash contributions such as property or services will benefit a federally assisted project or program even with the federal third party without a charge.

User:

A user is any person navigating the Grants.gov website to provide data.

Workspace Manager Role:

This is an applicant user with the Workspace Manager role with the authority to create a new workspace. This section includes the following:

➛ Workspace Owner: This is a registered applicant user with the role to manage all user access to a workspace.

There is only one Workspace Owner per workspace which is granted first to the user with the Workspace Manager role who had done pretty much in creating the workspace.

After the initial creation of a workspace, the Workspace Owner access can then be assigned to participants with the Workspace Manager role.

➛ Workspace Participant: This is a registered applicant who has access to one workspace, thus giving the user the ability to carry out an action on any form within the particular workspace to which they are added.
