1. State Liaison Manager

Job Details
Action Against Hunger is looking to fill the role of a State Liaison Manager to act as the organization’s liaison partner with various governmental authorities, including but not limited to all ministries both Federal & State government, Government Agencies LGAs, etc were required to facilitate smooth implementation of ACF’s programming, including timely approvals of Principle Agreements, sub-Agreements and Memorandum of Understanding and other permissions.
Key Responsibilities
Build and maintain relationships with key technical managers and decision-makers in the government, different ministries and among local government authorities;
Proactively coordinate and advocate on AAH’s behalf with local, regional and national officials to ensure that the desired outcomes for AAH’s activities in State are achieved;
Accompany the Area Coordinator, DCD Operations and other senior staff to meetings with government officials and facilitate conversations for smooth representation of the organization in those meetings;
Participate in the relevant meetings i.e. State Emergency Working groups (OCHA, INGO Consortium) when required by the Area Coordinator;
Support ACF programs in organizing external grants opening and closing meetings with the key state government officials
Ensure active follow-up on outstanding applications/timely signatures on AAH’s Principal Agreement, Sub-Agreements, MOUs etc filed with various ministries, responding to queries from authorities in a timely manner.
In collaboration with communications & Advocacy HOD, develop public relations programmes to educate the general public and community members about the AAH program activities to support active community participation and ownership
Support the AAH emergency interventions when going for new locations in identify key contacts, access issues as per the employee’s abilities;
Frequently travel to Sub-bases and Bases to support AAH team in relations with the LGAs;
Work with authorities and ACF capital team to secure all required authorizations and permissions to facilitate smooth implementation of ACF’s programming;
Develop methodologies to improve the liaison process including best practices and new developments affecting humanitarian Access and ACF as a humanitarian actor in the State;
Develop ongoing relationships with local authorities as needed and other power brokers within Nigeria to facilitate access for ACF humanitarian assistance;
Collaborate with the SSCO as communities become safer for return of IDP’s to establish a relationship with that community leaders for future coordination as AAH expands its program support;
Work to ensure that the organization’s mission and work in the State are known, accepted by the stakeholders ensuring the safety of AAH for continuous implementation of humanitarian activities in the State.
Position Requirements

  1. Degree Public Relations, Development Studies and other related fields;
  2. At least 2-3 years of relevant work experience in development;
  3. Minimum 2 years experience in Liaison and Relations or Advocacy, communications position;
  4. Experience in liaison with governments and/or multilateral institutions at different levels;
  5. Excellent communicative skills;
  6. Ability to use technology hardware and software beneficial to the  organization;
  7. Ability to adapt and excel in a fast-paced work environment;
  8. Fluency in Hausa and English;
Minimum Basic Salary
NGN 466,741 per month

Job Description
Action Against Hunger is looking to fill the role of Social Protection Programme Manager to contribute to the successful implementation of the Child Development Grant Programme (CDGP) funded by the Foreign Commonwealth Development Office (FCDO).
Key Responsibilities

  1. Oversee detailed planning and implementation of activities in collaboration with the consortium lead;
  2. Ensure program quality and adherence to program objectives, including respect of ACF technical guidelines, systems, and established deadlines;
  3. Support program budget design and updates; oversee budget monitoring and cash projections;
  4. Supervise the annual program procurement plan, and monitor monthly progress;
  5. Ensure a sound phase-out strategy for the program;
  6. Supervise, review and lead technical assessments, surveys, design and M&E;
  7. Approve and support the development of project procurement and work plans;
  8. Conduct regular field visits, advise and provide regular technical support to field‐based program managers and staff;
  9. Ensure harmonization of program operating plans and protocols across the consortium, review tools and approaches, and ensure that technical standards, guidelines and methodologies are communicated and understood in coordination with the consortium lead’s technical advisors;
  10. Recruit, evaluate and coach program  staff;
  11. Compile monthly program technical reports with an overview of activities and contextual updates and quantitative indicator follow‐up;
  12. Review reports and gauge program progress against the logical framework, ensuring compliance with ACF internal and consortium reporting standards;
  13. Review program budget follow up with the Finance Coordinator to ensure adherence to work plan;
  14. Participate in regular internal and external coordination for the program and the wider social protection sector at federal and state levels.

Position Requirements

  1. Minimum of a Bachelor’s Degree or equivalent in Agriculture, Agricultural Economics, Social Sciences, Economics or another related field or a Master’s degree in International Development, Humanitarian Assistance, Rural Development, Food and Nutrition Policy, Economics or related field;
  2. 4 years experience in humanitarian or development contexts, with at least 1-year managing or coordinating a social protection or safety nets project in a similar context;
  3. Familiar with FCDO funded grants and budget management;
  4. Excellent communication, writing and analytical skills in English;
  5. Team management, budget management and representation experience;
  6. Qualitative and quantitative data analysis skills, oral and written communications, and MS Office computer skills;
  7. Experience in assessment, monitoring and evaluation;
  8. Experience working with national teams.
Minimum Basic Salary
NGN 466,741 per month.

Action Against Hunger (Action Contre la Faim – ACF) began operations in Nigeria in 2010 in response to the high rate of chronic malnutrition in Northern Nigeria, focusing on integrated programming and looking at the Nutrition for children, pregnant and lactating mothers.
In 2011, we expanded our work to begin implementing nutrition development projects in Jigawa and Yobe. Following the crises in Northeast Nigeria, we further expanded our operations in Borno State in 2014 in response to the crisis to address the Nutrition, Health, Food security & livelihoods, WASH, and shelter needs of conflict-affected communities.
We are operational in 11 Local Government Areas of Borno, 12 in Yobe, and 3 in Jigawa.
The mission has over 600 staff including over 40 international employees. There are four base offices: Damaturu, Maiduguri, Monguno, and Dutse, and three sub-bases including Potiskum, Bade, and Damasak.
Action Against Hunger Nigeria Mission is looking for a Head of Advocacy and Communications to lead the development of advocacy and communication strategies and contribute to the overall programs and influence of Action Against Hunger in the country.
Key Responsibilities
Lead on the definition and the implementation of the country-specific advocacy and communications strategy in close collaboration with other Coordinators and HQ advisors ensuring alignment with ACF’s global and regional Advocacy strategy and objectives;
Guide advocacy strategy development and priority setting for aforementioned working groups in Nigeria, ensuring views of Action Against Hunger are represented and included;
Responsible for advocacy initiatives when appropriate, in multiple programs as well as coordinating advocacy work for Action Against Hunger for both the Lake Chad Basin and the Sahel Region;
Responsible for advocacy campaigns when appropriate, in multiple programs as well as coordinating advocacy and communication work for Action Against Hunger for Nigeria.
Guide strategic direction of advocacy initiatives for Action Against Hunger including actively seeking funding for these through proposal development.
Ensure the coherent contribution of the mission Advocacy Strategy to the global advocacy initiatives of the Action Network Against Hunger;
Implement the advocacy work plan with specific advocacy and communications objectives and activities, as well as a calendar and budget;
Develop monitoring and evaluation tools that assess the impact and cost-effectiveness of advocacy and communications activities and help in the development of new activities;
Train AAH teams in Nigeria about their role in advocacy, humanitarian principles, AAH mandate and ways of working and International Humanitarian Law/legal frameworks as appropriate.
Promote the application of humanitarian principles in daily operational and advocacy activities within AAH teams and externally;
Maintain a regular close collaboration and work with the program departments and field offices (nutrition, WASH, FSL teams) to collect their analysis of the situation supported by data and testimonies from ongoing and relevant assessments/activities;
Collaborate with external stakeholders and headquarters to ensure collaboration in the development and implementation of advocacy work for the Nigeria mission;
Contribute and oversee the mission’s communication strategy and implementation.
Qualifications
• Degree in Law, International Relations, Development Studies and Planning or a related field from an accredited academic institution;
• Minimum of 4 to 5 years relevant professional experience in advocacy and communications;
• Excellent management, organizational, motivational, and leadership skills;
• Proven exposure to high-level stakeholders (governments, UN agencies, NGOs Humanitarian INGOs Platform – at the national level);
• Must have strong drafting and verbal communications skills; research and analytical skills; ability to manage competing deadlines and priorities;
• Solid understanding of the political and humanitarian context of Nigeria, the Lack Chad Basin Crisis and the issues in the Sahel Region;
• Credibility to lobby, network, influence and represent ACF Nigeria at all levels;
• Demonstrated working experience in policy analysis, writing and production of reports, policy briefs and publications;
• Proven track record of achieving international media coverage, both traditional and new media;
• Must be disciplined and able to work autonomously and arrive at decisions and conclusions with minimal guidance;
• Proficient in MS Office Applications including adobe photoshop preferably;
• Strong leadership skills, communication skills, capacity to manage tasks efficiently as well as the ability to think critically.
