About Bureau of Public Procurement Graduate Cadre Conversion Program

The training programme of the Bureau of Public Procurement (BPP) for the conversion of officers into the Procurement Cadre is designed to build institutional capacity as required.

This is in Part II, Section 5(k) and (s) of the Public Procurement Act, 2007.

Accounting Officers are therefore requested to nominate qualified officers to take part in the training scheduled to take place at the Administrative Staff College of Nigeria (ASCON).

Eligibility

1. For a candidate to be eligible for conversion to the Procurement cadre, he/she shall possess at least a Bachelor’s degree, HND,NCE, and OND

2. Any equivalent degree in  any of the following disciplines: Economics, Business Administration, Accountancy, Law, Insurance, Banking and Finance.

Also, in Marketing, Quantity Survey, Engineering, Architecture, Computer Science, Statistics, Purchasing and Supply or other related disciplines as approved by the National Council on Establishment.

3. Only Candidates with nomination letters duly endorsed by their Accounting Officers will be admitted to the training.

4. Any added certificate either postgraduate or professional certification will be of advantage.

5. NYSC Discharge/Exemption Certificate.

6. West African School Certificate (WAEC) with Credits in not less than three (3) subjects including English and at least passes in two (2) other subjects.

7. Candidates must have National Examination Council (NECO) with passes in four (4) subjects obtained at one sitting or five (5) subjects obtained at two sittings including the English Language.)

8. National Diploma (ND) obtained from a recognized institution.

9. National Certificate of Education (NCE) from a recognized institution.

10. All candidates must have a valid means of identification such as a valid driver license, National Identification Card, International passport, Voters card etc.

How to Apply

Interested and qualified candidates should include their Curriculum Vitae (of the nominated officer), which must clearly state the following details in the following order:

1. Names, email addresses and phone numbers of the officer

2. Current cadre and grade level (Nominees should not be above GL 15 or equivalent)

3. Date of the first appointment, confirmation and last promotion (relevant document attached)

4. Academic and professional qualifications (attach copies of certificates)

5. Evidence of past training in Public Procurement at the Bureau’s training centre (which will be an added advantage – please attach copies of certificates)

The request from interested Parastatals, Agencies, Institutions and Commissions should reach the Bureau and should be addressed to the:

Important Notice

1. There is currently no conversion for core civil servants.

2. Nominees above GL 15 or equivalent shall not be considered for this programme;

3. Only shortlisted nominated officers will be admitted to the training;

4. The shortlisted nominated officers must come along with two (2) recent passport photographs for registration;

5. The endorsement of candidates by Accounting Officers implies that successful nominees shall be converted into the Procurement Cadre in their respective establishments;

6. Failure to follow the above-listed requirements will automatically disqualify the Candidate. The shortlisted nominated officers will be published on the Bureau’s website.

Mistake to Avoid While Applying

If you’ve been shortlisted, then you’ve got your foot in the door. And it’s time for you to shine at the final stage – the interview.

However, when shortlisted:

1. Endeavour to get information about the company.

2. Also, ensure you have a clear vision. Try to figure out why you want the specific position. And how you would be a good fit.

3. Also, go through your application.

4. Additionally, be interactive. It’s an interview, not an interrogation. There is much more to you than your resume.

5. The practice goes a long way. Thus, take mock interviews with your friends or practice speaking before a mirror.

6. It’s rare, but sometimes you do get an offer letter directly based on your application.

7. You start planning the celebration but remember some points before you go into that party mode: Get it in writing.

8. Also, go over the written offer. And make sure all important details are mentioned and ask questions if you don’t understand anything.

9. Such as work profile, start date, duration, and stipend, etc.

10. Send a thank-you letter to the employer once you accept the offer.

11. Also, follow up with an e-mail confirming your start date and expressing your enthusiasm for your new role.
