It was originally set up by Decree No 12 of 1992 as the National Planning Commission and later amended by Act 71 of 1993. The primary duty of the commission is to develop medium-term and long-term economic and development plans for the nation.

1. Applicants must have a recognized institution’s B.Sc, HND, NCE, or OND in any discipline.
2. Applicants must be below 35 years old.
3. West African School Certificate (WASC) or Senior Secondary School Certificate (SSSC) with at least three (3) credit passes, including English, and at least two (2) other passes. Or,
4. National Examination Council (NECO)/General Certificate of Education (GCE) Ordinary Level should include four (4) subjects obtained at a single sitting or five (5) subjects obtained over two sittings, with English Language among them.
5. Candidates must have a National Diploma (ND) from a recognized institution, a National Certificate of Education (NCE) from a recognized institution, or a General Certificate of Education (Advanced Level) with two (2) subjects got at a single sitting or three (3) subjects obtained over two sittings.
6. Proficiency in computer usage.
