Organizational Constraints on Poverty Alleviation Programmes in Enugu State from 1999 – 2009.

ABSTRACT  

The main theme of this study was to carry out a research on “organizational constraints on poverty alleviation programmes in Enugu State from 1999-2009”.

In view of this, the study was carried out to address the following questions, namely: what are the bureaucratic obstacles involved in the organizations of poverty alleviation programmes? What poverty alleviation programmes are carried out with contrasting socio-economic and organizational opportunities and constraints?

And what are the roles of beneficences (cooperative societies) on the credit facilities provided by government for poverty alleviation programmes? In order to carry out the investigation, both primary and secondary sources of data were used.

Seven hundred (700) copies of questionnaire were used to elicit information from organizations for poverty alleviation programmes and cooperative societies (involved in the programmes). Also strategically placed personnel in the organizations were interviewed.

Data for the study were analyzed by the use of descriptive analytical tools of tables showing percentages, (%) mean (x), and frequency (Fx) distributions.

From the data collected, it was discovered that: Poverty alleviation programmes and their institutions and organization are not adequately funded as at when due;

the staff of these organizations are not adequately trained and retrained in line with the nature of their duty and that poverty alleviation organizations are seen as one of the traditional bureaucratic organizations in Nigeria amongst other findings.

INTRODUCTION  

The concept of poverty has generated concerns and debates among scholars and organizations around the world. It has become an issue of global interest.

It is an epidemic effecting majority of people worldwide. It is one of the symptoms and manifestations of underdevelopment (UNICEF: 2001).

Many scholars view poverty, from different perspectives based on their state of existence, such as political, economic, social, cultural, technological, religious, gender and educational perspectives. Ekpe (2000: 480) states that the central theme of poverty is that of inadequacy of essential needs of life.

In a strict economic term, Ekpo (2000: 339) states that poverty is a situation whereby income and consumption are low. This insufficiency could be referred to a particular low level of subsistence, as in many Asian and some African countries.

From this point of view, the “poor” will obviously vary with the standard of living in both time and space. A poor in Western Europe or the United States of America has infinitely more material goods than a poor in Africa or India (DFIA: Background Briefing 2001).

In recent times, ideas about poverty have increasingly broadened beyond the original conception in terms of incomes.

There are essential two reasons for this broader conception of poverty. In the first place, it has been increasingly recognized that the experience of poverty is a multi-dimensional one. To be poor is often to suffer ill-health, to be socially excluded, and to be vulnerable.

Also, as understanding of the causes of poverty have developed, there is now a greater perception of how economic, social, 2 cultural, political and geographical factors tend to reinforce one another to keep the poor entangled in a vicious cycle of poverty (Nweze N. Francis P. 2003).
