Afghanistan Education: What You Need To Know

Education in Afghanistan includes K–12 and higher education, which is supervised by the Ministry of Education and Ministry of Higher Education in Kabul, Afghanistan. Afghanistan is going through a nationwide rebuilding process and, despite setbacks, institutions are established across the country.

Afghanistan has one of the lowest literacy rates in the world, currently estimated at about 31% of the adult population (over 15 years of age). Female literacy levels are on average 17%, with high variation, indicating a strong geographical and gender divide.

In 2002, only an estimated one million children, mostly boys, attended school, while women and girls were almost completely excluded from educational opportunities. Since then, the Afghan government, USAID, and international donors have worked together to rebuild Afghanistan’s education sector.

The international community is working with the Afghan Government to build more schools and bring reforms to the education system, slowly but surely. Yet despite the impressive metrics, the quality of education remains the biggest challenge. Schools lack proper facilities

 Afghan law states that education is compulsory through class nine when children normally would be about 14 years old, though, in reality, many children have no access to education to this level – or sometimes, to any level.

So; for this reason, the WSF TEAM has put together a list of fully-funded scholarships for Afghan students who are willing to study abroad.

1. Australia Awards Scholarships

Brief description: 

Australia Awards Scholarships, formerly known as Australian Development Scholarships (ADS), provide opportunities for people from developing countries, particularly those countries located in the Indo-Pacific region, to undertake full-time undergraduate or postgraduate study at participating Australian universities and Technical and Further Education (TAFE) institutions.

Any of the Participating Australian Institutions

Level/Field(s) of study:

Undergraduate or Postgraduate Programmes that are related to your country’s priority areas for development which are listed on the participating country profiles.

Australia Awards are not available for training in areas related to flying aircraft, nuclear technology or military training.

Citizens of one of the participating countries in Asia, Pacific, Africa, and the Middle East. See the complete list of participating countries.

Scholarship value/inclusions/duration:

The scholarship benefits generally include full tuition fees, return air travel, establishment allowance, contribution to living expenses (CLE), Overseas Student Health Cover (OSHC), Introductory Academic Program (IAP), Pre-course English (PCE) fees, etc. See the complete list of benefits at the official website.

The scholarships are offered for the minimum period necessary for the individual to complete the academic program specified by the Australian higher education institution, including any preparatory training.

Eligibility:

To be eligible to receive a Scholarship, applicants must:

  • be a minimum of 18 years of age on 1 February of the year of commencing the scholarship;
  • be a citizen of a participating country (as listed on the Australia Awards website) and be residing in and applying for the scholarship from their country of citizenship;
  • not be a citizen of Australia, hold permanent residency in Australia or be applying for a visa to live in Australia permanently;
  • not be married to, engaged to, or a de facto of a person who holds, or is eligible to hold, Australian or New Zealand citizenship or permanent residency, at any time during the application, selection or mobilization phases (note: residents of Cook Islands, Niue, and Tokelau with New Zealand citizenship are eligible but must apply for a Student visa [subclass 500]);
  • not be current serving military personnel;
  • not have previously received a long-term Australia Award unless they have resided outside of Australia for twice the length of the total time that they were in Australia (for example, a previous awardee who has been on an Australia Awards Scholarship in Australia for four years will not be eligible to apply for another Australia Awards Scholarship until they have resided outside Australia for eight years);
  • have satisfied any specific criteria established by the Program Area or the government of the applicant’s country of citizenship (e.g. having  worked a certain number of years in an appropriate sector);
  • be able to satisfy the admission requirements of the institution at which the award is to be undertaken (this may mean that Program Areas will need to withdraw an award offer if the recipient cannot satisfy the institution’s admission requirements. This may not be known until Program Areas request a placement at selected institutions);
  • be able to satisfy all requirements of the Department of Home Affairs to hold a Student Visa. This may mean that the Program Area will need to withdraw an award offer if the recipient cannot satisfy the visa requirements;
  • Not be applying for a scholarship for a course of study at an academic level lesser than they have already achieved (eg be applying for a Master’s scholarship when they already hold a Ph.D.); and
  • Applicants must inform the Program Area of any connection or relationship to staff employed at Program Areas (including locally engaged staff at the post) or with managing contractors so that the application may be properly and transparently managed.

The deadline varies per country. The deadline for most countries is 30 April 2021 except for Vanuatu (March 31). Africa applications have already closed on 6 December 2021.

2. Heinrich Boll Scholarships in Germany for International Students

Brief description:

The Heinrich Böll Foundation awards some scholarships to international students who gained their university entrance qualification from a school outside of Germany who wish to study for a Masters’s or Ph.D. Degree in Germany.

Level/Field(s) of study:

The scholarships are towards a Masters’s Degree or Ph.D. Degree in all subjects offered at state or state-recognized universities in Germany

For EU students, Master’s Degree courses at the state or state-recognized universities in Germany, Switzerland, and other EU member states are possible.

The scholarship program allows scholarships to international students, both EU and non-EU, who are not educated in Germany.

Scholarship value/inclusions/duration:

Masters Studies:
Non-EU students: €850 per month plus various individual allowances; tuition fees are in certain cases possible in Germany.
EU students: varies, max. €649 plus €300 book money per month; tuition fees not possible in Germany but possible to a limited extent in other countries.

The scholarship is awarded for the regular period of study, may be extended by one semester.

Ph.D. Studies:
Non-EU students: €1,200 per month plus €100 mobility allowance per month, plus various individual allowances; tuition fees are not possible.
EU students: €1350 per month basic scholarship plus €100 per month research costs allowance; tuition fees are not possible in Germany but possible to a limited extent in other countries.

The scholarship is awarded for two years, as a rule, maybe extended twice at most by half a year.

Eligibility:

International Master students who earned their university entrance qualification outside Germany:

  • You may apply before commencing your Master’s program or at any time up to the end of the first semester of the Master’s program.
  • Proof of first professional qualification must be provided

International Doctoral students who earned the university entrance qualification outside Germany:

  • The applicant must have been accepted as a doctoral student by a state or state-recognized university in Germany. Proof of admission, as a rule in Germany, must be included with the application.
  • By the application date, preliminary work must have been completed and a valid timetable for completion must be submitted.
  • D. subjects related to focal points of the Foundation’s activities will be given priority.

3. IOE Centenary Masters Scholarships

Brief description:

For 2021, IOE is offering Centenary Masters Scholarships for students who plan to work either in their home country or another, to improve the circumstances of disadvantaged, excluded or underachieving citizens.

In 2021, Bristol University is investing £500,000 to help the brightest and best international students come to the University of Bristol. Think Big Undergraduate scholarships and Think Big Postgraduate scholarships are available for courses starting in 2021.
