Human Resource Development and Utilization in Nigeria Universities.

ABSTRACT  

This study was focused on Human resource development and utilization in Nigeria Universities, a study of the staff of the University of Nigeria Nsukka (2008 – 2015). Cross-sectional survey design as well as the proportionate simple random sampling technique was used and both primary and secondary sources of data collection were employed.

The instruments for data collection were validated by experts in the field and its reliability guaranteed by the test re-test technique before the actual administration. The study was anchored on system theory which emphasized the interdependency of component units that make up the whole. Chi-square was used in testing the hypotheses. Findings from the study showed that there is problem of staff development and utilization in the University of Nigeria Nsukka, especially among the nonteaching staff.

The study thus recommended among other things, that the University management has to embark on in-service-training programmes for the staff, especially the non-teaching ones to enable them acquire and develop more skills to meet the demand of their jobs and also at intervals organize orientation, conferences, workshops, seminars and lectures for their staff so as to update staff knowledge in their job.

INTRODUCTION  

In Nigeria, the society depends solely on the educational Institution for the production of individuals who would be competent enough to contribute meaningfully to the development of the society. Universities, as the highest educational institutions, are statutorily charged with the responsibility of producing high level manpower. In addition, according to National policy on education, the institutions are to:  

  • Develop and inculcate proper values for the survival of the individual and society.
  • Develop theintellectualcapacity of individual to understand and appreciate their local and external environments and  
  • Promote national and international understanding and interaction. (Federal Republic of Nigeria, 2004:36).

In pursuit of these goals, Universities are established. The Universities in Nigeria are owned by Federal Government, State government, Private organizations or private individuals. In these institutions, there are many resources viz: human, material and financial resources. That the universities are doing well in academics and rendering of services is highly dependent on the availability of competent lecturers and trained non-teaching staff.

All other resources available in the universities are harnessed by their staff. Therefore, for these other resources to be effectively and efficiently utilized there is need for human resource development (HRD) and human resources utilization (HRU) in the universities.
