1. Supply Chain Assistant

Location: Abuja
Contract Type: National Contract
The Position

  • Provide support to supply chain colleagues to ensure smooth, safe and efficient operation of supply chain activities in accordance with the Operations Handbook and Program Manual with adherence to the donor guidelines.

Duties & Responsibilities
The main duties and responsibilities will include but not limited to:
Procurement:

  • Coordinate with Supply Chain Manager, Specialist and the team to make sure:
    • To make sure trackers and make sure they are updated on regular bases.
    • Archiving system, both soft copies and hard copies of documents as per procedure.
    • Participate in the evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in the selection of consultants contain all the facts and information required to justify the recommendations made in the report.
    • Participate in the joint verification of procured goods, services and works and to ascertain the conformity of the item to Technical Specifications and Quantities.
    • Constantly search the market for new suppliers that may provide better service or value for money for DRC.
    • Ensure the non-winning suppliers receive notification from DRC about the status of their bids
    • Support with other daily activities.

Warehousing:

  • Coordinate with Supply Chain Manager and the team to make sure:
    • Follow up with relevant Storekeepers to get updated weekly and monthly stock reports.
    • Initiate sporadic physical stock counts in collaboration with programme staff.
    • Ensure quality of goods received is in alignment with specifications in purchase requests in collaboration with relevant technical programme staff.
    • Archiving of Warehouse documents both hard copies and soft copies.
    • Explain and discrepancies of stock reports to management and archive them.
    • Dispose of items as per DRC procedure and government regulations.

Assets / Inventory:

  • Coordinate with Supply Chain Manager and the team to make sure:
    • All Assets and General programme equipment are received, registered, tagged and updated as per DRC procedure.
    • Inventory check on Assets and GPEs as per DRC procure monthly, bi-annually, and annually in all Adamawa DRC bases.
    • Work closely with supply chain manager, relevant logistics staff to make sure Assets and GPEs inventory database are updated accordingly to DRC operational handbook.
    • Archive of Assets and GPE documents both hard copies and soft copies.

Fleet:

  • With Coordination with Supply Chain Manager and Fleet team to make sure fleet system is in place, and:
    • DRC Fleet Operational Handbook is in place, explained and followed.
    • DRC vehicles are registered, tagged, tracked, and maintained.
    • DRC generators are registered, tagged, tracked, and maintained.
    • Follow up on fuel consumption reports and make sure they are within the acceptable frame.

Facilities:

  • Follow up and make sure facilities requests are processed:
    • Receive Maintenance Facilitates requests from staff at both office and guest houses and makes sure they are followed, maintained in a timely manner with the Facilities officer.
    • Track all requests.
    • Study and analyze all requests and advise management on the best way forward.

Capacity Building:

  • In consultation with Supply Chain Manager, plan and manage the capacity building of all staff, in addition to providing support to programme staff on relevant procedures and processes.

Requirements
Essential:

  • At least 2 years experience in supply chain management.
  • Experience in building and developing the capacity of supply chain staff through the use of training, performance management frameworks and development plans 
  • Knowledge & experience in dealing with service providers and contractors’ management.
  • Excellent computer skills in MS Word & Excel
  • Experience in ERP Systems.

3. AVR Facilitator

Background

  • Danish Refugee Council (DRC), and the Danish Demining Group (DDG), has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally.
  • Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria

Purpose

  • Direct operational implementation of Peacebuilding (AVR) activities in DRC areas of operation (community safety planning, conflict management, dialogue facilitation, youth engagement, women engagement and community policing

Responsibilities
Project implementation:

  • Assist the Peacebuilding (AVR) TL and Training Officer in facilitating Peacebuilding (AVR) activities (e.g. community safety planning, conflict management, dialogue facilitation, youth engagement, women engagement and community policing) as required after extensive training.
  • Assess community needs and establish priorities in cooperation with all stakeholders at the local level in coordination with Peacebuilding (AVR) unit management.
  • Assist in the undertaking of conflict analysis of the targeted communities.
  • Undertake Focus Group Discussions (FGDs) and other data collections methodologies with a targeted segments of the communities of the assigned location when needed.

Liaison with project stakeholders:

  • Establish a wide information network including authorities, security services, communities, NGOs, and other possible sources of information.
  • Serve as a focal point and link between DRC and local representatives at different levels, in assigned areas of responsibility and advocate for the project in the target locations.
  • Liaise with local community leaders, civil society groups and local authorities about the implementation and prioritization of community needs with the elected task forces respectively in maintaining point of contact with all target communities (i.e. community rapport maintenance).
  • Organize and facilitate monthly community meetings in briefing project implementation status and mitigating potential conflicts.
  • Cooperate and coordinate closely with other DRC field staff to ensure programmatic synergies and complementarity.

Reporting:

  • Regularly report to and update Peacebuilding (AVR) TL on all issues relating to activities within target communities on a daily basis to include a situation report and suggestions to adjust activities for increased effectiveness.
  • Ensure all information collected is accurately recorded and respond to high-quality standards.
  • Ensure standard reporting formats are filled and submitted in a timely fashion (daily activity records, weekly summary).

AVR Team Leader

Location: Damaturu, Yobe
Contract Type: National Contract

The Position

  • The overall responsibility is to supervise the implementation of AVR (peacebuilding) activities, and supervision of AVR (peacebuilding) facilitators ensuring project targets and objectives are achieved.

Key Responsibilities
Project Implementation:

  • Draft project work plans in close consultation with AVR (Peacebuilding) Facilitators and share with AVR (Peacebuilding) Program Manager for review and approval.
  • Ensure work plans are regularly updated and that the masterwork plan and team monthly work plans are synchronized to reach project targets, achieve project objectives and outcomes.
  • Coordinate community forums and discussions on key community issues.
  • Coordinate peacebuilding activities that address conflict drivers in communities of interest.
  • Make sure resources allocated to the communities are appropriately spent through local community structures/taskforce by giving the required technical support.
  • Plan, prepare, implement, and document EU project operations, including but not limited to community entry, community mobilization, community participatory planning and implementation, beneficiary feedback mechanism, annual work plans, and budgets.
  • Ensure that all tasks allocated by AVR (Peacebuilding) Program Manager are executed properly, efficiently and in accordance with DRC operational guidelines.

Finance / Admin / Logistics:

  • Prepare field monthly budgets forecast, logistical requests and associated purchase requests.
  • Assist AVR (Peacebuilding) Program Manager in planning and monitoring expenditure and spending forecasts ensuring accountability across the program.
  • Ensure that there are accountability/support documents according to DRC financial guidelines by the end of each month and submit them to the finance department.
  • Follow all DRC procedures for HR, Finance, Logistics and Security.
  • Ensure all procedures for HR, Finance, Logistics and Security are strictly adhered to by staff under supervision.

Reporting:

  • Assist AVR (Peacebuilding) and M&E Managers in ensuring the implémentation of a rigorous M&E plan in the program and monitor the documentation of AVR (Peacebuilding) activities taking into consideration timeliness, quality and detail.
  • Compile required monitoring forms and reports using the prescribed DRC formats and submit to the AVR (Peacebuilding) Program Manager within assigned deadlines.
  • Assist AVR (Peacebuilding) Program Manager in drafting weekly, monthly and final project reports, including providing briefings to national/state stakeholders on a regular basis when requested.
  • Assist AVR (Peacebuilding) Program Manager with documentation of lessons learnt and good field practices to facilitate learning and knowledge management

Liaison with Stakeholders:

  • Act as focal person for peacebuilding activities under EU Yobe project in the assigned project area.
  • Assist AVR (Peacebuilding) Program Manager in advocating for the programme with national and local officials and community leaders.
  • Liaise with local authorities and key community actors on development and safety needs in the assigned target communities in order to facilitate a consultative community planning process.
  • Ensure good cooperation and synergy with partners during implementation of project activities
  • Ensure coordination and collaboration with other DRC field staff to ensure programmatic synergies and complementarities.

Team Management:

  • Facilitate recruitment and induction of AVR (Peacebuilding) facilitators in Yobe State.
  • Facilitate coaching and mentorship for AVR (Peacebuilding) facilitators under his/her supervision.
  • Lead and guide AVR (Peacebuilding) facilitators in the implementation of program activities in assigned target areas by allocating tasks within the team and ensuring all members of the team are exposed equally to the different types of tasks involved during the project cycle.

Other:

  • Contribute to the management of safety and security by adhering to established protocols.
  • Take good care of all assigned program equipment, including computers and communication equipment.
  • Attend training as requested by DRC.
  • Any other relevant duties as requested by AVR (Peacebuilding) Program Manager
